In 1957, Clark became the first chairman of the Kentucky Archives Commission, and in 1982 he was instrumental in obtaining the establishment of the Department for Libraries and Archives. Born in Lexington with a childhood spent in Staffordsville, Stapelton spent his childhood in rural Kentucky.
